The electricity supply on the territory of Kardzhali Municipality is carried out by “Plovdiv Electric Power Distribution” EAD – Department in Kardzhali, the purpose of which is electric power supply and sale to the consumers; management of the power distributing network; maintenance of the sites and equipments in accordance with the economic development perspectives and the prognoses on alternative use of electric power in the Municipality of Kardzhali. The electric power supply on the territory of the Municipality of Kardzhali is in a good condition. 100 % of the villages are supplied with electric power.
The forthcoming construction of “Upper Arda” cascade / project of national significance/ will improve the local infrastructure, will create conditions for the opening of new work places, will improve the present economic condition of the Municipality of Kardzhali, will integrate the energetic system of the Municipality of Kardzhali and the one of the whole country to the energetic systems of the neighboring countries.
2. Heating System.
The heating system in the Municipality of Kardzhali is not developed. It covers a very small part of the town of Kardzhali. Single buildings in the central part of the town of Kardzhali are being heated by a common heating source – the steam station for technical needs “Gorubso”. The station has 3 boilers ÊÌ 12, with a productivity of 36 t/h steam. In separate buildings there exist local boiling systems but they do not function because of the lack of subscribers.
3. Gas supply.
On the territory of the Municipality there exists a lack of gas-supply and gasification services for the technological systems of domestic and industrial consumers. Contemporary statistics with European significance show that heating systems for domestic and technological needs may be competitive only when they are of significant dimensions and size. This leads to the conclusion that the problems concerning the supply of heating energy for the population and the industry should be solved through urgent gasification and gas supply. A significant prerequisite which allows the use of this method is the territorial proximity of the municipality to the national gas-transporting network of “Bulgargas” EAD, bearing in mind the fact that the nearest gas-distributing system is 63km north from the town of Kardzhali.
As far as this objective is concerned, a draft project has been drawn up for constructing gas-supply and gas-transport urban networks in the town of Kardzhali and in the town of Momchilgrad. In accordance with the contemporary energetic legislation of the Republic of Bulgaria as well as bearing in mind the capacities of Kardzhali Region and Kardzhali Municipality, it is foreseen that this project be realized by providing special concession to investors from the private sector. The investments that are needed appear to amount about $ 30 million and these investments are foreseen to be provided by private investors.
The realization of the project above will guarantee the permanent and high-rentable heating supply to public and administrative buildings in the town of Kardzhali and also will promote the attraction of investments to the Municipality and to the towns mentioned above through the technological opportunity for profitable gas-supply to present and future industrial consumers.
